City of Chicago MWBE set-aside program (government contracting)
PROVISIONAL evidence grade of this record
Chicago enacted MWBE guidelines in January 1984 and an affirmative-action set-aside program in April 1985 (per trade press, by Harold Washington's executive order), revised it in July 1990 after Croson (25% minority / 5% women-owned goals), and saw the 18-year-old program struck down as not narrowly tailored by Judge James B. Moran on December 29, 2003 in BAGC v. City of Chicago, with a six-month stay for a rewrite.
