The Journal of Blacks in Higher Education (JBHE) is a publication founded in 1993 as a quarterly concerned with African Americans in academia and with racial equity in United States higher education. Its founder and longtime editor-in-chief was Theodore Cross, a civil rights advocate and businessman; Robert Bruce Slater served as managing editor and is the editor named in the journal's reference listings. The journal built its reputation on institution-by-institution statistical reporting on Black students and faculty, and scholars Rhonda Sharpe and William Darity have called it a key resource for publicly consumable statistical reports on the status of Blacks in higher education. Print publication ended with the spring issue in 2010, after Cross's death that February; the 1993–2010 issues are archived on JSTOR, and JBHE has continued publishing on its website and through a weekly bulletin.

The record

Notes

Staged 2026-10-16 under CTL-GOV-006 (Scan Tail Wave 1 — 747 Program, Wave 8; first Scan Tail packet at the founder's 40-record size). Gate A (2026-10-16): no Journal of Blacks in Higher Education entity in the live graph at 3,523 entities (exact / normalized / alias + token containment); ID CTL-E-5847 free. Supply: 747 Supply Ledger, Tier 4 — corpus scan sample, readiness rank 2078 (corpus-gap-candidates-2026-10-15.json ranked clean survivor #109). The scan supplied the NAME STRING ONLY; no fact in this record is sourced to it (CTL-GOV-004). SCOPE GATE: PASS — the reference journal of record for Black enrollment, faculty, and equity data in U.S. higher education; core Black media and knowledge-infrastructure scope. Vital status: n/a (Publication). Founder Theodore Cross is deceased (2010, per sources above); no vital claim is made for Robert Bruce Slater in this record. STATISTICS (sourced, dated): established as a quarterly in 1993 (print ISSN 1077-3711); last print issue appeared in 2010, a 17-year print run, with 1993–2010 issues archived on JSTOR and publishing continuing online. CONFLICT SHOWN, NOT BLENDED: the intake premise named Robert Bruce Slater as founder; every sourced account consulted credits founder Theodore (Ted) Cross, with Slater as managing editor — this record follows the sources (CTL-GOV-004). MEDIA: photo HELD (a JBHE print-era issue cover named as candidate; no file-page verification in this pass); chart FILLED (charts/chart-ctl-e-5847-journal-of-blacks-in-higher-education.svg); video HELD (no matching CTL Short or verified-rights archival video staged); audio HELD (no recording with a CTL rights basis staged). PROVISIONAL GAP: verification is Provisional because the intake premise's founder attribution (Slater) is contradicted by all sourced accounts (Cross); the record states the sourced position and shows the conflict rather than blending it, and founder review is invited at merge. MEDIA LAYER (staged 2026-10-16; full per-asset PHOTO-001 records + embed specs in the packet's staged JSON, Drive packet folder): map = N/A (Non-place record; no map attaches at the entity layer.) | visual_assets = HELD: | chart = FILLED (CTL-created SVG (black / deep red / gold) built only from this record's sourced facts) | video = HELD (No matching-entity CTL Short in the Shorts Link Map catalog (checked by name and variants), and no official/em) | audio = HELD (No podcast, broadcast, or other recording with a CTL rights basis was staged in this pass.)
