Hiram Rhodes Revels, born free in Fayetteville, North Carolina, on September 27, 1827, was a barber, an African Methodist Episcopal minister ordained in 1845, and a Civil War recruiter who helped raise two Black regiments in Maryland and served as a chaplain at Vicksburg. Settling in Natchez, Mississippi, after the war, he was elected alderman in 1868 and then to the Mississippi state senate. On February 25, 1870, after the Senate rejected a challenge to his credentials, Revels took the oath as the first African American United States senator, filling the seat Jefferson Davis had vacated, and became the first Black member of Congress. In his single year he argued for racial equality, opposed segregated schools in the District of Columbia, and pressed the case of Black workers barred from the Washington Navy Yard. He later served as Mississippi's interim secretary of state and as president of Alcorn University, and returned to ministry and teaching before his death in 1901.

Notes

Staged 2026-10-16 under CTL-GOV-006 (Scan Tail Wave 3 — 747 Program, Wave 10; third Scan Tail packet at the founder's 40-record size). Gate A (2026-10-16): no Hiram Revels entity in the live graph at 3,683 entities (exact / normalized / alias + token containment); ID CTL-E-6040 free. Supply: 747 Supply Ledger, Tier 4 — corpus scan tail tranche, ranks #1401–#2050 (corpus-gap-candidates-2026-10-15.json ranked clean survivor #1630). The scan supplied the NAME STRING ONLY; no fact in this record is sourced to it (CTL-GOV-004). SCOPE GATE: PASS — The first Black member of Congress and a founding figure of Reconstruction-era Black officeholding; national-canon scope, with Illinois study ties at Knox College in Galesburg noted in the sources. Vital status: DECEASED — died January 16, 1901, in Aberdeen, Mississippi (Biographical Directory account). Tribute treatment in the Curator's Judgment. STATISTICS (sourced, dated): Senate seating vote 48 to 8 (FactMonster / Infoplease reference accounts of the Biographical Directory narrative, accessed 2026-10-16). CONFLICT SHOWN, NOT BLENDED: a 2005 Congressional Record tribute gives his birth year as 1822, against 1827 in the Senate Historical Office and the Biographical Directory; CTL follows 1827 and records the outlier. Term dates also vary by convention: February 23, 1870 (credentials) to March 3, 1871 in the Biographical Directory, February 25, 1870 (oath) in the Senate history. MEDIA: photo HELD (Library of Congress portrait of Hiram Revels (the widely reproduced Senate-era photograph) — named candidate only; file-level rights and record verification per CTL-PHOTO-001 still required named as candidate; no file-page verification in this pass); chart FILLED (charts/chart-ctl-e-6040-hiram-revels.svg); video HELD (no matching-entity CTL Short or verified-rights archival video staged); audio HELD (no rights-cleared matching-entity audio staged). MEDIA LAYER (staged 2026-10-16; full per-asset PHOTO-001 records + embed specs in the packet's staged JSON, Drive packet folder): map = N/A (Non-place record; no map attaches at the entity layer.) | visual_assets = HELD: | chart = FILLED (CTL-created SVG (black / deep red / gold) built only from this record's sourced facts) | video = HELD (No matching-entity CTL Short in the Shorts Link Map catalog (checked by name and variants), and no official/em) | audio = HELD (No audiobook excerpt or author recording with a CTL rights basis was staged in this pass.)
