Combined Graph record U-07265 · provenance: build store (JSON graph), record CTL-E-6041.

The Theatre Owners Booking Association, known everywhere as TOBA, was formed in the early 1920s to book Black entertainers into a circuit of theaters serving Black audiences under segregation. Its governing board was interracial, many of its agents and theater owners were Black, and it gave performers a shareholder-linked route to steady work at a time when white vaudeville circuits largely excluded them. Through TOBA's books passed Josephine Baker, Cab Calloway, Ethel Waters, Ma Rainey, and Bessie Smith, and the circuit nurtured tap dancers including Leonard Reed and Willie Bryant and the Whitman Sisters. Performers also knew its other name for the initials, Tough on Black Artists, for grueling routes and demanding terms. TOBA grew so dominant that Sherman Dudley, the Black entrepreneur who had built a rival circuit from 1911, merged his theaters into it. By the early 1930s the association had collapsed, hastened by the Great Depression and financial mismanagement, leaving a vacuum that later Black booking agencies, above all the Ferguson brothers in Indianapolis, would fill within the wider chitlin' circuit.
