The Gary Crusader is a Black newspaper based in Gary, Indiana, serving the city of Gary and Northwest Indiana as part of the Crusader Newspaper Group alongside its sister paper, the Chicago Crusader. It was founded in 1961 by Balm L. Leavell Jr. and Joseph H. Jefferson, the founders of the Chicago Crusader in 1940, who established the Gary paper at the invitation of Kelly and Samuel Polk to give a voice to the African American population of Northwest Indiana and to report on the civil rights movement, African American culture and Gary's Black community. It is a distinct publication from the Chicago Crusader, not another name for it. When Balm Leavell died in 1968, his wife Dorothy Leavell took over as editor and publisher of the Gary Crusader, a role Congressional tributes credit with decades of leadership of the Crusader group; she became the second woman to serve as president of the National Newspaper Publishers Association, holding that office from 1995 to 1999, and chaired the NNPA Foundation from 2006 to 2011. The Gary Crusader marked its fifty-fifth anniversary in 2016 and remains a weekly publication and active NNPA member.

Notes
Staged 2026-10-16 under CTL-GOV-006 (Scan Tail Wave 4 — 747 Program, Wave 11; fourth Scan Tail packet at the founder's 40-record size). Gate A (2026-10-16): no Gary Crusader entity in the live graph at 3,763 entities (exact / normalized / alias match + token containment; CLEAR). ID CTL-E-6125 free. Screened against the Chicago Crusader (CTL-E-0273): the Gary paper is a distinct publication of the same Crusader Newspaper Group, not a duplicate. Supply: 747 Supply Ledger, Tier 4 — scan tail tranche #2051–#2700 of corpus-gap-candidates-2026-10-15.json, ranked clean survivor #2204 (beyond the #2050 point where Wave 3 screening stopped). The scan supplied the NAME STRING ONLY; no fact in this record is sourced to it (CTL-GOV-004). SCOPE GATE: PASS — Chicago-metro Black press record under BCI-001/BPM-003: Gary, Indiana, within the Crusader group headquartered with its Chicago sister paper; distinct from Chicago Crusader CTL-E-0273. Vital status: Operating status: active weekly publication serving Gary and Northwest Indiana, an active NNPA member, marking its 55th anniversary in 2016 (Congressional Record, June 7, 2016) and still described as the Crusader Newspaper Group's Gary paper in the March 9, 2023 Congressional Record tribute (both accessed 2026-10-16). STATISTICS — STATISTICS (sourced, dated): Founded 1961; 55th anniversary marked June 3–7, 2016 (Congressional Record, 2016, accessed 2026-10-16). A circulation figure of 56,519 appears in the Wikipedia infobox (accessed 2026-10-16), sourced there to MondoTimes (retrieved 2019) — it is reported here as a dated, single-source figure, not as a current circulation. CONFLICT SHOWN, NOT BLENDED: the brief's premise that Dorothy Leavell founded the paper in 1961 is contradicted by both Congressional Record tributes and Wikipedia; she became editor/publisher in 1968 after founder Balm Leavell's death.
