Staged 2026-10-16 under CTL-GOV-006 (Scan Tail Wave 7 — 747 Program, FINAL Wave 13; seventh Scan Tail packet at the founder's 40-record size). Gate A (2026-10-16): Gate A CLEAR (hand-checked 2026-10-16): no Donovan McNabb entity, alias, or variant in the live graph (3,910 entities). ID CTL-E-6256 free at staging. Supply: 747 Supply Ledger — Tier 4 corpus scan tail, corpus-gap-candidates-2026-10-15.json ranked #2791. The scan supplied the name string only; every fact is sourced under CTL-GOV-004. SCOPE GATE: Chicago-born and Chicago-raised Black quarterback; a Mount Carmel product who became one of the defining Black quarterbacks of his NFL era — Black Chicago first applies directly. Vital status: LIVING — born November 25, 1976 (both opened sources, accessed 2026-10-16); retired player, with no report of death in the opened sources. TIER GAP: No authoritative institutional source (Philadelphia Eagles, NFL, Syracuse University, or Pro Football Reference) was opened and read in this batch; both opened sources are Wikipedia-family pages, so the record caps at Provisional under CTL-GOV-004 until one authoritative source is opened.
