Joycelyn Elders
PROVISIONAL evidence grade of this record
Minnie Joycelyn Elders (born 1933) is a pediatric endocrinologist who in 1993 became the first African American — and the first Arkansan — to serve as Surgeon General of the United States. As Arkansas's director of health from 1987 she sharply expanded early-childhood screening, immunization, and school-based health programs. Her frank positions on adolescent health made her a national figure; she returned to Arkansas academia after her tenure.
