Back Then History (tier 4) states Tootsie Rolls were created by Austrian immigrant Leo Hirschfield, who began selling them in Brooklyn in 1896, and that "In 1968, Tootsie Roll Industries moved its headquarters to Chicago, where it is still based today" - establishing the stored "Chicago candy company" claim as a headquarters claim.
