Calvin Butler's route to the top of the largest utility company in the United States ran through law, government affairs, and two of the company's own local utilities — a career the University of Chicago's Institute for Climate and Sustainable Growth profile lays out in sequence. Butler earned a bachelor's degree from Bradley University in Peoria, Illinois, and a Juris Doctor from Washington University School of Law in St. Louis. He spent his early career with Central Illinois Light Company (CILCORP), working in government affairs, legal, and strategy, then held senior leadership roles at the print and supply-chain company R.R. Donnelley before joining Exelon in 2008.
Inside Exelon, the apprenticeship was deliberately broad. Butler served as vice president of Governmental and Legislative Affairs at ComEd — Exelon's Chicago utility, which puts a Chicago chapter inside this record — then as senior vice president of Corporate Affairs at BGE, Baltimore's utility, and then as CEO of BGE from 2014 to 2019. He rose to president and chief operating officer of Exelon, with responsibility for all six local energy companies — Atlantic City Electric, BGE, ComEd, Delmarva Power, PECO, and Pepco — and was named president and chief executive officer at the end of 2022. Howard University's account of his January 2025 Executive Lecture Series visit identifies the milestone plainly: Butler is Exelon's first Black CEO, and his lecture to business students was titled "Lead with Purpose; Leave a Legacy of Impact." The series, sponsored by BNY, brings established business leaders to Howard's campus to speak on business and societal trends — a measure of how Butler's operating career is now also read as a teaching text on Black executive leadership.
The company he leads is described consistently across the record. Exelon is a Fortune 200 company and the nation's largest utility company by customer count, serving customers through six regulated electric and natural gas utilities across New Jersey, Maryland, Illinois, Delaware, Pennsylvania, and the District of Columbia. The customer figure moves with the date of the source — profiles from 2024 and 2025 give 10.5 million, a 2025 LEADERS company brief gives more than 10.7 million and roughly 20,000 employees, and the Executive Leadership Council's October 2026 award release, in which Butler is quoted in his capacity as Exelon's president and CEO, gives almost 11 million. This entry therefore states the scale as the sources date it rather than blending the figures; the graph's own older "10.5 million" note is the earliest of the series, not an error.
The civic record around the job is extensive. Emerson's 2024 board announcement — Butler joined Emerson's board of directors that year — notes that the Daily Record listed him three times among Maryland's "Most Admired CEOs," that Savoy magazine named him among its "Most Influential Black Executives in Corporate America" across 2020–2024 and featured him on its 2024 cover, and that he chairs the Cal Ripken Sr. Foundation, serves as vice chair of the Edison Electric Institute and the Institute of International Education, and sits on the Board of Governors for Argonne National Laboratory — another Illinois tie. LEADERS adds the Boy Scouts of America's Distinguished Citizen Award (2022), the Reginald F. Lewis Museum of Maryland African American History and Culture's first "Titan Award" (2022), and his membership in Kappa Alpha Psi Fraternity. He holds honorary doctorates from Morgan State University (2014) and Delaware State University (2024).
In the CultureTechLens graph Butler appears on the Black Fortune 500 CEOs list and is affiliated with Exelon. His record is one of the graph's utility-CEO entries, and its interest is the pattern it documents: a lawyer from the government-affairs side of a regulated industry, promoted through two operating companies — including the one that serves Chicago — to run the largest utility in the country, as the first Black executive to hold that job.
