David Rawlinson II's tenure at QVC Group ended the way the graph's verification source records it: he served as President and Chief Executive Officer from 2021 until August 6, 2026, when he stepped down as the company emerged from Chapter 11, succeeded by the company's board chair, Mike George — Rawlinson's own predecessor — as interim CEO. The PR Newswire account carried by TradingView gives the emergence its numbers: QVC Group exited bankruptcy with its debt reduced by more than $5 billion, a new $600 million asset-based lending facility, and new equity from its existing secured lenders, SVPGlobal and Oaktree Capital Management, trading on Nasdaq under a new ticker, QVCG. Reuters' account of the same week sharpens the restructuring: the company had filed for Chapter 11 protection in April 2026, executed a prepackaged plan cutting debt from $6.6 billion to $1.3 billion, and installed a new eight-member board.
The appointment biography published at his hiring shows the executive the board thought it was getting. Rawlinson was announced chief executive officer-elect effective August 1, 2021, becoming President and CEO on October 1, 2021, succeeding Mike George. He came from NielsenIQ, where he was CEO of the global Connect business, and before that spent seven years at W.W. Grainger as president of its Global Online business — a unit that, per the appointment release, delivered double-digit revenue growth every year of his tenure. Earlier still, he had been a White House Fellow and, under President Obama, a Senior Advisor for Economic Policy to the National Economic Council. His education is distinctive in the CEO record: a bachelor's degree in political science from The Citadel, an MBA from Harvard Business School, and a law degree from the University of South Carolina School of Law — a JD/MBA combination that put a lawyer-economist in charge of a television retailer.
The strategy he ran is documented in the business press's account of the company's fight: a pivot to social and streaming commerce — "our ambition is to be the number one destination for discovery on live social platforms like TikTok," he told analysts — even as the company's core television audience shrank; roughly 900 jobs were cut in 2025, including the closure of the HSN operation in Florida. The restructuring filings close the record with institutional precision: the SEC Form S-1 filed for the emerged company states that Rawlinson served as chief executive officer through the plan's effective date, and his separation was documented in a separation agreement with a consulting agreement attached.
In the CultureTechLens graph Rawlinson appears on the Black Fortune 500 CEOs list (CTL-L-0046) and is affiliated with QVC Group (CTL-I-0174), his role now recorded in the master's updated form as former CEO. The entry's documentary value is unusual for this program: a complete chief-executive arc — appointment biography, strategy, distress, bankruptcy, emergence, and succession — fully sourced inside five years, including the rare case where the man who replaced him is the man he replaced.
The company itself explains the difficulty of the job he inherited. QVC Group — renamed from Qurate Retail in February 2025, per the Bucks County account — is the home-shopping enterprise built on QVC and HSN, selling through the live televised broadcasts that made both brands household names, at precisely the moment that audience was migrating to the social platforms Rawlinson targeted. His stated ambition, to make the company the number-one destination for discovery on live social platforms like TikTok, was therefore both a growth strategy and an admission: the broadcast model that had defined home shopping no longer held on its own, and the successor format would be built on live social commerce and streaming.
