Herman Wrice (1939–2000) was a Philadelphia community organizer who became one of the best-known grassroots anti-drug activists in the United States. Born in a small West Virginia coal-mining town and raised in Chester and in Philadelphia's Mantua neighborhood, he graduated from Overbrook High School in 1957 and spent years running youth programs in Mantua. In 1988, as crack cocaine devastated the neighborhood, he organized Mantua Against Drugs (MAD) and developed the 'Wrice Process' of direct action: residents marching on street corners, posting 'Dealer of the Week' wanted posters, and demolishing crack houses — famously wearing a white hard hat provided by Mayor Wilson Goode. His methods were adopted by communities across Philadelphia and, through his work as a Department of Justice emissary in the 1990s, by some three hundred communities nationwide. Wrice died of a heart attack in Florida on 10 March 2000, the day before he was to lead an anti-drug march in Fort Lauderdale.

Gate A (2026-10-16): no Herman Wrice entity in the live graph at 3,763 entities (exact / normalized / alias + token containment); ID CTL-E-6072 assigned at assembly. Supply: 747 Supply Ledger, Tier 3 — Famous Birthdays ABSENT census, readiness rank 1468 (Comedians list). The census supplied the NAME ONLY; no fact in this record is sourced to it (CTL-GOV-004). SCOPE GATE: PASS — African American community organizer and anti-drug activist in Philadelphia's Mantua neighborhood; the census misfiled an activist under Comedians, and the record is staged on the merits as a Black civic leader. Vital status: DECEASED — died of a heart attack in Florida on 10 March 2000, the day before he was to lead an anti-drug march in Fort Lauderdale (University of Pennsylvania, West Philadelphia Collaborative History; Philadelphia Daily News obituary, 11 March 2000, via Wikipedia). STATISTICS (sourced, dated): Mantua Against Drugs organized 1988 (Wikipedia; UPenn Collaborative History); Wrice Process adopted by some 300 communities nationwide (UPenn Collaborative History, accessed 2026-10-16). MEDIA: photo HELD (candidate: Wikimedia Commons photograph of Herman Wrice during a Philadelphia talk show about drugs (c. 1989–1999); no file page was read at file-page level in this pass, so no image is cleared — CTL-PHOTO-001; a CTL-created graphic is the standing alternative); chart FILLED (charts/chart-temp-1468-herman-wrice.svg); video HELD (Shorts Link Map checked by name and variants — no matching-entity CTL Short); audio HELD (no rights basis). MEDIA LAYER (staged 2026-10-16; full per-asset PHOTO-001 records + embed specs in the packet's staged JSON, Drive packet folder): map = N/A (Person records carry no map slot under the media-layer rule; maps attach to places and institutions.) | visual_assets = HELD: | chart = FILLED (CTL-created SVG (black / deep red / gold) built only from this record's sourced facts) | video = HELD (No matching-entity CTL Short in the Shorts Link Map catalog (checked by name and variants), and no official/em) | audio = HELD (No CTL-owned or rights-cleared matching-entity audio at staging.)
