The Emerald South Economic Development Collaborative is a Chicago place-based economic development organization working to generate community wealth on the city's mid-South Side. This is a Chicago record: its mission is to attract and coordinate investment through community convening and collaborative partnerships that increase local ownership and prosperity across neighborhoods including Woodlawn, South Shore, and Washington Park. President and CEO Ghian Foreman has said the collaborative was created by community leaders together with the University of Chicago, the City of Chicago, and the Obama Foundation so that surrounding neighborhoods would share in the economic benefit of the Obama Presidential Center in Jackson Park. The organization's own figures report more than 70,000 residents served through community initiatives, more than 100 acres of vacant land maintained and fenced, and more than 75 businesses, nonprofits, and other organizations enrolled in a group-purchasing program. Its Terra Firma initiative, launched in 2021 as a $50 million land-care effort, has stabilized 102 acres across some 600 parcels in nine neighborhoods, supported 41 community gardens, and directed $2.3 million to local minority contractors.

Notes

Staged 2026-10-16 under CTL-GOV-006 (Scan Tail Wave 6 — 747 Program, Wave 13; sixth Scan Tail packet at the founder’s 40-record size). Gate A (2026-10-16): Gate A CLEAR (script + hand-checked 2026-10-16): no Emerald South Economic Development Collaborative entity, alias, or variant in the live graph (3,910 entities). ID CTL-E-6245 free at staging. Supply: 747 Supply Ledger — scan string #2559 (corpus-gap-candidates-2026-10-15.json), banked in the Scan Tail Wave 5 reserve (Appendix E), re-screened CLEAR against the live graph at 3,910 entities by this wave. The supply supplied the name only; every fact is sourced under CTL-GOV-004. SCOPE GATE: CHICAGO record — a mid-South Side place-based collaborative whose named neighborhoods include Woodlawn, South Shore, and Washington Park; Chicago-first scope is the record's basis (PLACE-001 / ECON-001). Vital status: Active — its own site and June 2025 Citizen Newspaper Group coverage document current programming under President and CEO Ghian Foreman (leadership corroborated by the University of Chicago Booth biography; all opened 2026-10-16). FOUNDING YEAR UNRESOLVED: no opened source states the year the collaborative was founded. Chicago coverage located in search (Hyde Park Herald, via the organization's own news links) reports a 2017 launch by the Obama Foundation, the University of Chicago, and city government, but that page was blocked to this session's fetcher and could not be opened, so under CTL-GOV-004 the year is carried as unresolved, not asserted. The era field therefore claims only the documented span (Terra Firma launched 2021; programming documented through 2025) and is flagged accordingly. STATISTICS — All figures are the organization's own, from emeraldsouth.org as opened 2026-10-16, and are dated to that surface: 70,000+ residents served; 100+ acres maintained (homepage) against Terra Firma's more specific 102 acres across 600 parcels in nine neighborhoods; $50 million Terra Firma initiative launched 2021; 41 community gardens; $2.3 million to local minority contractors. CONFLICT SHOWN, NOT BLENDED: the Terra Firma page's headline figure says 187 adults and youth employed through its green-industry job training program, while the same page's body text says it employed 150 residents — 50 adults and 100 youth. Both figures are preserved here; neither is carried into the description. PROVISIONAL — PROVISIONAL GAP: the founding year is not verified from any opened source (see vital). One authoritative opened source (UChicago Booth) plus the organization's own site and independent Chicago Black-press coverage verify its identity, mission, leadership, neighborhoods, and programs, but the founding date — a core fact for an Organization record — remains UNRESOLVED pending an openable source (the Hyde Park Herald history is the named next check). Record capped at Provisional rather than padded, per CTL-GOV-006. MEDIA: photo HELD (HELD — candidate: the organization's own homepage photography of its mid-South Side land-care work (emeraldsouth.org image set, Squarespace CDN).
