Charley Burley, born Charles Duane Burley on September 6, 1917 in Bessemer, Pennsylvania and raised in Pittsburgh after his father's death in a 1925 industrial accident, is the defining 'avoided' fighter of his era: the International Boxing Hall of Fame states that although Burley was rated as a welterweight or middleweight during an eight-year span, he never earned a title fight, and that legendary trainer Eddie Futch called him 'the greatest all-around fighter he ever saw.' The Hall states Burley established himself by decisioning future middleweight champion Billy Soose, split two fights with future welterweight champion Fritzie Zivic, and in 1944 won a ten-round decision over Archie Moore — Moore is quoted in Ring histories as saying Burley gave him a boxing lesson and was the best fighter he ever fought, an attributed assessment carried as Moore's, not as fact. BoxRec records seven meetings with Holman Williams between 1939 and 1945, three wins apiece and one no-contest. The Hall lists Burley's record as 84-11-2 with 1 no-contest and 50 knockouts in 98 bouts, and notes he was never stopped; BoxRec's own total differs (see notes). He died October 16, 1992, the year of his induction.

Notes
Sports Encyclopedia roster CTL-SPE-0454. Firsts disposition: none claimed. Exclusion disposition: CENTRAL and attributed throughout — IBHOF: rated eight years, never earned a title fight; Futch's 'greatest all-around fighter I ever saw' and Moore's 'best fighter I ever fought / gave me a boxing lesson' ride as attributed quotes (IBHOF; BoxRec; Ring histories). The stronger popular framing ('most avoided fighter in history'; that Robinson, Armstrong, Zale, LaMotta, Graziano and Conn all ducked him) is CONTESTED: The Ring's Doug Fischer disputes several of those names while allowing Zale and Cochrane could have granted a shot — both the framing and the pushback are carried, never blended into editorial assertion. Burley-Williams series: seven recorded meetings 1939-1945 (3-3, 1 NC) per BoxRec, with six-meeting accounts also in circulation — split flagged here and in S7-39. Vitals split: record — IBHOF 84-11-2 (50 KOs) vs BoxRec 83-12-2 (50 KOs), a split BoxRec itself states; description rides the IBHOF figure attributed. Birthplace: Bessemer, Pa. (Cyber Boxing Zone/Wikipedia) — some sources loosely say Pittsburgh, where he was raised. Curator's Judgment (DRAFT): Burley's Hall case rests on the testimony of the men who fought and trained fighters against him — Futch and Moore are witnesses, not fans, and their attributed words are the strongest evidence this record has.
