PROVISIONAL evidence grade of this record

The dominant Black-run policy (numbers) enterprise on Chicago's South Side, 1930s-1940s. The three brothers built a nickel numbers game into a large syndicate, led formation of a 12-member Policy Syndicate council in 1932, and at their 1946 peak sat atop a policy economy sized (in one account) at $25 million a year. Reinvestment of policy money into legitimate Black-run businesses is asserted by family and community sources but thinly documented at the firm level.
