Notes
Staged 2026-10-16 under CTL-GOV-006 (Census Intake Wave 5 — 747 Program, Wave 11; 40-record packet). Gate A (2026-10-16): no Hezly Rivera entity in the live graph at 3,763 entities (exact / normalized / alias + token containment; the graph's Rivera hit is another person); ID CTL-E-6056 assigned at assembly. SCOPE GATE: PROVISIONAL PASS under the descent-documentation gate — Dominican parentage and her own Latina self-identification are documented (NBC Sports; Remezcla), following the Wave 4 Dominican-star Provisional precedent; born 4 June 2008, she turned 18 in June 2026 and is not a minor at staging. PROVISIONAL CAP: individual-level African-descent or Black self-identification documentation was not found in this pass — the sources document Dominican parentage and Rivera's own Latina self-identification only; staged Provisional under the Wave 4 Dominican-star precedent, pending a citable individual-level document or a founder scope ruling. Vital status: LIVING — won her second straight U.S. national all-around title in Phoenix on 9 Aug 2026 (ESPN / Associated Press, 10 Aug 2026). STATISTICS (sourced, dated): Paris 2024 team gold as Team USA's youngest athlete; U.S. senior national all-around champion 2025 and 2026 (111.950 two-day total, Phoenix, Aug 2026); 2023 junior U.S. champion and Junior Worlds team and floor silver medalist (Wikipedia; ESPN/AP).
