PROVISIONAL evidence grade of this record

LeRoy Martin (1929 – August 31, 2013) was a Chicago Police Department officer who served as superintendent from November 1987 to 1992. Born in Chicago to parents who had migrated from Grenada, Mississippi, Martin spent his career in the department he would eventually lead. When Fred Rice retired in 1987, Mayor Harold Washington's administration elevated Martin to succeed him. Martin was the third African American to serve as Chicago's police superintendent and only the second to do so as a permanent appointee — interim superintendent Samuel Nolan (1979–1980) was the first overall, and Rice the first permanent holder of the office. Martin's tenure ran through the final Washington years and into the administration of Mayor Richard M. Daley, a period when the department faced sustained pressure over violent crime and over the torture allegations against Commander Jon Burge's detectives, which broke into open scandal during Martin's time in office. Martin retired in 1992 and was succeeded by Matt Rodriguez. He died on August 31, 2013.
