PROVISIONAL evidence grade of this record

Lee Patrick Brown (born October 4, 1937) is a criminologist and police executive who led departments in Atlanta, Houston, and New York before becoming the first African American mayor of Houston. Born in Wewoka, Oklahoma, to sharecropper parents who joined the Great Migration to California, Brown became a San Jose police officer in 1960 and combined policing with scholarship, earning master's degrees from San José State and UC Berkeley and a doctorate in criminology from Berkeley. He chaired the justice administration department at Portland State University and was elected sheriff of Multnomah County, Oregon, in 1974. In 1978 Brown became Atlanta's public safety commissioner, overseeing the police during the Atlanta child murders investigation and pushing to diversify the force. In 1982 he was appointed Houston's police chief — the first African American to hold that post — and built a national reputation for neighborhood-oriented policing. Mayor David Dinkins brought him to New York as police commissioner in January 1990; he served until September 1992. President Bill Clinton appointed Brown director of the Office of National Drug Control Policy — the 'drug czar' — in 1993. He returned to Houston and was elected mayor in 1997, serving the maximum three terms, from 1998 to 2004.
