PROVISIONAL evidence grade of this record

Bernard C. Parks (born December 7, 1943) served as chief of the Los Angeles Police Department from August 1997 to May 2002. An LAPD officer from 1965 who rose through the ranks while earning degrees from Pepperdine University and the University of Southern California, Parks was appointed chief by Mayor Richard Riordan as a disciplinarian insider after the outsider tenure of Willie Williams. Parks's tenure was overtaken by the Rampart Division scandal: the 1999 arrest of CRASH anti-gang officer Rafael Pérez exposed corruption and brutality in the Rampart CRASH unit, produced overturned convictions, and led to a federal consent decree imposed on the LAPD in 2001. Parks defended his management of the department and blamed political interference for its troubles; Mayor James Hahn, acting on the Police Commission's recommendation against reappointment, denied Parks a second five-year term in 2002. He was succeeded by William Bratton. Parks then won election to the Los Angeles City Council, representing the Eighth District in South Los Angeles from 2003 to 2015, and ran unsuccessfully for mayor in 2005 and for county supervisor in 2008.
