PROVISIONAL evidence grade of this record

Pamela A. Smith (born January 4, 1968) is a former chief of both the United States Park Police and the Metropolitan Police Department of the District of Columbia. Born in Pine Bluff, Arkansas, and shaped by a childhood that included time in foster care, Smith joined the U.S. Park Police in 1998 and rose through its San Francisco and New York field offices and the Federal Law Enforcement Training Center to become, on February 28, 2021, the first African American woman to lead that agency in its 230-year history. She had been its acting chief during the January 6, 2021 attack on the Capitol and later testified about it before the Senate. Smith joined the MPD in May 2022 as chief equity officer, became assistant chief for the homeland security bureau in April 2023, and was nominated by Mayor Muriel Bowser that July. Confirmed unanimously by the D.C. Council on November 7, 2023, she was the department's second woman chief and its first Black woman chief. On December 8, 2025, Smith announced she would step down on December 31, 2025. About a week later, the House Committee on Oversight and Government Reform published a report alleging that she had intimidated subordinate officers into reporting inaccurately low crime statistics. At her walkout ceremony on December 19, 2025, Smith rejected the allegation: 'Never would I, never will I, ever compromise my integrity for a few crime numbers.'
