PROVISIONAL evidence grade of this record

Thomas Kevin 'T. K.' Waters (born December 8, 1970) is the elected sheriff of Jacksonville, Florida. Waters joined the Jacksonville Sheriff's Office in 1991 as a corrections officer, moved to patrol in 1993, and built a career in violent crime: undercover narcotics work, homicide and robbery sergeant, assistant chief of the crimes against persons division in 2015, and chief of investigations — the agency's third-ranking job — from 2019. When Sheriff Mike Williams was forced to resign in 2022 after questions about whether he still lived in Duval County, Waters retired from the agency in July 2022 to run for the office. He won the November 2022 special-election runoff with fifty-five percent of the vote and was sworn in on November 20, 2022, as Jacksonville's seventh sheriff. Running unopposed in the spring 2023 municipal election series, he secured a full term. As of 2025 Waters was one of five Black sheriffs serving in Florida, and in February 2025 Governor Ron DeSantis appointed him to the state's new State Immigration Enforcement Council, where he has counseled local agencies on cooperating with federal immigration enforcement.
