PROVISIONAL evidence grade of this record

Carmen Best was the first Black chief of the Seattle Police Department. Best joined the SPD in 1992 and rose through patrol, narcotics, and command ranks to deputy chief. After Chief Kathleen O'Toole resigned, Best served as interim chief from January 1, 2018; Mayor Jenny Durkan, under pressure to choose between internal and external candidates, appointed her permanently on August 13, 2018 — the first Black person, and a Black woman, to lead the department. Best was chief when Minneapolis officer Derek Chauvin murdered George Floyd in May 2020, and Seattle became one of the epicenters of protest. Her tenure's hardest record: roughly 12,000 misconduct complaints filed over the protest period; the department's use of tear gas in defiance of a city council ban, which she attributed to operational judgment; and the abandonment of the East Precinct, which protesters occupied as the Capitol Hill Organized Protest (CHOP), where shootings followed. A federal judge held the city in contempt over blast balls and pepper spray used during the protests. Best announced her retirement on August 10, 2020, hours after the City Council voted to cut her salary and her command team's positions, saying the council's actions against her staff made it impossible to stay; she left on September 2, 2020. She later became director of global security risk operations at Microsoft and a national law-enforcement commentator.
