PROVISIONAL evidence grade of this record

LeRonne L. Armstrong served as chief of the Oakland Police Department from February 2021 to February 2023. An Oakland native, Armstrong joined the OPD as a young officer and rose through patrol and investigations to deputy chief, becoming one of the department's most publicly trusted commanders — a hostage negotiator who led the department's response teams and community initiatives and was a fixture at violence-prevention events in the flatlands neighborhoods he grew up in. Mayor Libby Schaaf appointed Armstrong chief in February 2021, in the middle of the federal Negotiated Settlement Agreement that had monitored the department since the 'Riders' scandal of 2000. In January 2023, Mayor Sheng Thao placed him on paid administrative leave after the federal monitor's investigation concluded that Armstrong had mishandled the internal-affairs response to two misconduct cases — a sergeant's hit-and-run cover-up and an officer's accidental firearm discharge in a department elevator. Thao fired him on February 15, 2023. The record does not end there, and both sides are documented: in September 2023 a neutral hearing officer — retired Judge Maria Rivera, retained by the city — reviewed the discipline and recommended it be reversed and Armstrong be reinstated, finding the punishment unwarranted; the Oakland Police Commission and the Oakland chapter of the NAACP publicly backed Armstrong; and in February 2024 Armstrong sued the city and Mayor Thao, alleging he was fired in retaliation for criticizing the federal monitor. As of the latest reporting the litigation remained the live venue for his account.
