PROVISIONAL evidence grade of this record

Michael S. Harrison (born 1968/69) led the police departments of New Orleans and Baltimore. Harrison joined the New Orleans Police Department in 1991, serving undercover in the Public Integrity Bureau and in district commands while earning bachelor's and master's degrees. In August 2014, Mayor Mitch Landrieu appointed him superintendent, succeeding Ronal Serpas and inheriting a department operating under a sweeping 2012 federal consent decree. During his New Orleans tenure, homicides and shootings fell while other crimes, including theft, rose. Baltimore recruited Harrison in 2019 after its first-choice candidate withdrew; he was sworn in as commissioner in March 2019 and led that department under its own federal consent decree, implementing reform plans while homicides remained above three hundred a year through most of his tenure before falling in 2023. Harrison resigned as Baltimore's commissioner in June 2023, closing a nine-year run as chief of two of America's most federally scrutinized departments.
