Danielle Outlaw
PROVISIONAL evidence grade of this record
Danielle M. Outlaw (born September 1976) was the first Black woman commissioner of the Philadelphia Police Department and the first Black woman to lead the Portland Police Bureau. An Oakland native, Outlaw joined the Oakland Police Department in 1998 and rose over twenty years to deputy chief. Portland hired her as chief in October 2017; Philadelphia Mayor Jim Kenney appointed her commissioner, and she took command in February 2020. Outlaw's Philadelphia tenure began months before the upheaval of 2020: the department's response to the George Floyd protests included the June 1, 2020 tear-gassing of demonstrators trapped on Interstate 676, which produced lawsuits and, eventually, a formal city apology and settlements; that fall, officers' fatal shooting of Walter Wallace Jr., a Black man in mental-health crisis, set off days of unrest. The city also endured its worst homicide years on record during her tenure, exceeding 500 killings in 2021. Outlaw resigned in September 2023 to become a deputy chief of operations at the Port Authority of New York and New Jersey's police department. She was succeeded in Philadelphia by interim commissioner John Stanford and then by Kevin Bethel.
