PROVISIONAL evidence grade of this record

James E. Craig (born 1956) led three city police departments and served as Detroit's chief from 2013 to 2021. A Detroit native and Cass Tech graduate, Craig began with the DPD in 1977, left for Los Angeles in 1981, and spent twenty-eight years with the LAPD, rising to commander. He then became chief in Portland, Maine (2009–2011) — the first Black chief in that city's history — and in Cincinnati (2011–2013), where he was likewise the first Black officer to hold the chief's office. Mayor Dave Bing brought Craig home to Detroit on July 1, 2013. Inheriting a department under emergency management as the city entered bankruptcy, Craig emphasized aggressive enforcement against violent offenders and public accountability metrics; the department exited its long-standing federal consent decrees in 2014, and reported crime fell in his early years. His eight years made him Detroit's second-longest-serving chief. Both sides of the record are documented. Detroit became a national test case for police facial recognition: the January 2020 wrongful arrest of Robert Williams, a Black Detroiter misidentified by the technology, drew ACLU litigation and national scrutiny; Craig defended the system as an investigative lead checked by human review, while critics argued no safeguards justified its use on a majority-Black city. During the 2020 protests his department was criticized for aggressive tactics, which Craig attributed in part to outside agitators. He retired on June 1, 2021, to run for governor of Michigan; his 2022 campaign was disqualified from the Republican primary ballot after state election officials found fraudulent petition signatures, and he ran as a write-in candidate.
