PROVISIONAL evidence grade of this record

Richard Ross Jr. served as commissioner of the Philadelphia Police Department from January 2016 to August 2019. A Philadelphia native, Ross spent his whole career in the PPD and rose to deputy commissioner under Charles Ramsey before Mayor Jim Kenney appointed him to the top job when Ramsey retired. Ross's three and a half years were dominated by the same pressures that defined big-city policing in the period: a rising homicide trend late in his tenure, contested stop-and-frisk practices, and repeated clashes over the pace of reform. He resigned on August 20, 2019, after lawsuits filed by department members alleged sexual harassment and racial and gender discrimination inside the department and claimed that Ross had failed to act on complaints brought to him. Ross said the allegations against him personally were false and that he was stepping aside so the department could move forward; Mayor Kenney said he had accepted the resignation with disappointment. In January 2020 Ross joined the less-lethal weapons company Wrap Technologies as senior vice president of U.S. sales.
