PROVISIONAL evidence grade of this record

Shon F. Barnes is a police executive and scholar who led the Madison, Wisconsin, police department from 2021 to 2025 and the Seattle Police Department from 2025 to 2026. Barnes began as a Greensboro, North Carolina, officer in 2000 and rose to captain; he served as assistant and deputy chief in Salisbury, North Carolina, directed training at Chicago's Civilian Office of Police Accountability, and holds a Ph.D. in leadership studies from North Carolina A&T State University. He was a finalist for the Chicago superintendency that went to Larry Snelling in 2023. Madison hired Barnes in February 2021. There he championed body-worn cameras and led the department through the December 2024 Abundant Life Christian School shooting investigation, which drew national attention. Seattle Mayor Bruce Harrell appointed him chief in December 2024 and he took command in early 2025. His Seattle tenure drew public criticism over the department's handling of the long-running dispute at the Denny Blaine Park nude beach and of its response to a May 2025 counterprotest confrontation at Cal Anderson Park. In 2026, under Mayor Katie Wilson, Barnes resigned; news coverage of his separation described a negotiated agreement — a reported $600,000 lump-sum payment, a $60,000 relocation benefit, retention of his signing bonus, and a mutual waiver of legal claims. In October 2026 he joined the technology firm Mission Ready Technologies as head of public safety programs and strategy.
