PROVISIONAL evidence grade of this record

Ella M. Bully-Cummings (born 1958) was the first woman chief of the Detroit Police Department. Bully-Cummings was born in Japan to an African American father, a career soldier, and a Japanese-American mother, and raised on Detroit's east side. She joined the DPD in 1977 and worked her way up while studying — a bachelor's degree from Madonna University in 1993 and a law degree, cum laude, from Michigan State University College of Law in 1998. She retired in 1999 to practice law. Mayor Kwame Kilpatrick recalled her to the department in 2002 as assistant chief — the first woman to hold that role in Detroit — and, when Chief Jerry Oliver resigned in 2003 amid scandal, appointed her chief: the first woman in the department's history to lead it. She inherited a department placed under two federal consent decrees in 2003 over use of force, fatal shootings, and jail conditions, and led it through five years of federal monitoring, working to reduce police shootings and rebuild compliance. Bully-Cummings resigned in 2008 as the text-message scandal consumed the Kilpatrick administration — stepping down in September of that year with the city in turmoil — and returned to legal and consulting work.
